Summary of Changes: Implementation of the Enterprise Wide Referral And Authorization System (EWRAS) is delayed. This change provides for implementation of a contingency plan for transmitting referrals, authorizations, and first rights of refusals whenever EWRAS is not operational. An EWRAS testing schedule and related requirements will be provided in a future change.
