Summary of Changes: This change consists primarily of administrative changes and clarifications. Also included are the following: Clarification on TPRADFM eligibility for transitional survivors, rescinding TOM, Change 14 which allowed an additional claim rate for interim institutional billings, new language indicating Medicare certification will be considered sufficient documentation to also certify individual professional providers under TRICARE, clarifications regarding the content and format of the TPL reporting requirements, clarifications of external resource-sharing, removal of the requirement for the contractor to maintain a dedicated toll-free number and PO Box for calls and correspondence related to the DoD cancer Demonstration, new language regarding HIPAA compliant authorization and powers of attorney, and deletion of language that excludes TPR/SHC program claims in the quarterly claims audit. This change is published in conjunction with Aug 2002 TPM Change 38 and Aug 2002 TSM Change 33.
